Hibbs elected to represent District Fogo legislature 1919. Deputy Speaker and Chairman Committees House of Assembly, 1919-1924. Governor of Newfoundland Government Savings Bank 1919-1924. Was Secretary Newfoundland Road Commission
1920-1924. Was Editor Hansard 1919-1924. Elected member for Trinity District 1923. Was re-elected to represent Fogo District 1924. Compiler and Editor "Newfoundland Road Booster" 1921-1924; "Newfoundland for Business and Pleasure" 1925; "Who's Who in and from Newfoundland" 1927. Member of Newfoundland Board of Trade. Married April 23, 1905 to Miss Selina Anthony
of Kelligrews. Children: Two sons and six daughters.
